Computer Failing due to Power

My daughter has an Athlon 64 based computer that my son and knocked together for her. Yes, I know, this is older technology, but it works. Anyway, a week or so a go she reported the machine got as far as the CPU doing POST and stopped. She had tried it a number of times with the same result.

We traveled down and collected it, plugged it in and switched on, and, guess what, it worked fine with no problems! It even started download updates for windows and office. So, we need a diagnosis.

My daughter tells me that where they live, west of Edinburgh, they suffer noticeable dimming of the lights when the factories nearby start up in the morning and that, with other incidents of dimming, suggests that brown outs may be to blame. I don't know what power supplies are supposed to do if the voltage of the mains drops. She also tells me that the lights dim a little when the electric shower is turned on which did not sound great but I haven't used such a shower like that for years so I don't know if that is normal.

So, is this a brown out problem and is there a solution, apart from moving home to a quieter place? If not, any suggestions? We are both stuck because the thing works fine in our house.

Has she tried starting the PC from another socket in the house incase their is a power issue with her plug?

Can you test the power outage from the socket using a multimeter?

Does she have multiple devices (e.g. cd player, playstation) connected off a good power adaptor (not some 2.99 argos job), meaning that if their is a power issue that the PC could possibly not be sucking in enough juice if say other devices are on at that time, a poor quality adaptor/multiple devices could be the problem?

Is it possible to try a replacement PSU on the machine?

Assuming that this is a power/PSU issue and not other hardware (RAM, HDD etc.) It could be that after post, when the other pc components start to kick in for more power (cpu, gfx, hdd etc.) they require more electricity needed and the PSU cannot provide enough juice to the machine because either a) its on its way out, or b) the wall socket is not providing enough.

But if she has had the machine for rather a long time and it has only now started to cause problems even though this 'dimming etc.' has been occuring whilst in use, it could be more than just a power issue as it worked fine for you and possibly HDD or motherboard starting to go for example.

Make sure she has no peripherals plugeed in when she boots up, ie ipod's usb devices plugged in before she starts it up!! my rig sometimes freezes at post because my ipod is plgged in !! have no idea why!
