Computer is randomly restarting

Hi you brilliant folks your assistance would be much appreciated.

Ok a couple of weeks ago my comp started randomly restarting by itself. CPU fan was a little noisy so thats been replaced in case it was a heating issue but that did nothing. temps on CPU and GPU are ok. comp can restart at any point no matter what im dong but does seem to do it more when i start up a game, thought it may have been a HDD failure too as a similar issue ive had before but checked them all over and no errors showing for them.

Im leaning towards a PSU issue, i had a look at the trouble shooting section in this forum and a odd thing has turned up. Checking the voltages in Bios All looks ok and within tolerance, but when in windows looking at the voltages through HWMonitir the voltages are showing really low 3.3v showing as 1.9 ish (cant remember the other off the top of my head im at work atm.

when the comp restarts there is No BSOD to let me know wht the error is and i have turned off the option in windows settings for restarting so i could see the Bsod, Windows event viewer is not really throwing up anything either.

Specs
AMD FX - 4130 CPU
Nvidia GTX760
8GB MEM
Crucial 128gb SSD (operating system)
2x 500 GB HDD's (Storage)
Win 7 OS

comp has been running fine for the past year bar the previous GTX760 having to being sent back faulty and the shop replacing it.

Any help of from you brilliant people would be greatful.
 
Ok now im at home these are the voltages HWmonitor is reporting

3.3v - 2.04
5V - 3.347
+12V - 7.968
-12V - -8.880,

Find this odd as Bios voltages look ok dont know which to belive.
 
yep had the 41 error show up in event viewer after the restart a few times but just thought it was something else after trying to google it.

Edit: after poking in event viewer a bit more error 10 is popping up a lot too , just tried the fix it from microsoft lets see if that helps.
