Computer restarts... again?

So I've got the same problem I had a little while back of my PC consistenantly restarting itself for no apparent reason :/ I'm not sure what it could be at all in all honesty it was fine until a couple of days ago. I have my DRAM at 1.65V (because for some reason my mobo won't let me set 1.55V like I had previously? o.O) VTT at 1.104V (these both fixed the problem I had last time) CPU @ 4.5Ghz on 1.25V with LLC at level 1. It only really started happening after I reseated my cooler... (after I had it tightened on too much) theres no bent pins in the socket and the motherboard isn't being warped as far as I can tell.
 
Hm interesting! If only I had someone to test it for me :( No-one I know uses a desktop... all laptops and ipads etc. Useless to me! (I think I have a faulty rail considering RMA'ing it but I would like to test it first obviously! I don't suppose you would be so kind Pgi? xD You're somewhat close to my area :p)
 
Error code in what? Theres no blue screen or errors of any sort :/ Occassionaly I get a screen saying "System failed to boot" and it lists my sata drives and thats about it really.
 
Ahah it's a CM Storm Trooper. The power button is tactile and takes a good push to go down and definately doesn't get stuck on! The reset button is the same ^.^
 
Really? >.< It can't be the motherboard... It would make sense if it got to post and then switched off... But since it boots up surely it's the PSU (I hear it click on and off when it fails to boot)
 
Haven't tried anything like jumping it :p There is one but I don't really trust them too much. Hm £20 each way for delivery?! thats insane. The thing is that atm it is 100% fine but in a while it might just restart itself for no apparent reason... it's completely random when it does it which makes me think even more it is a dodgy rail giving too much at a certain time or something if that makes sense.
 
Ok so I can definately say that my coolers backplate wasn't causing a short! I shoved the stock intel cooler on to test that to make 100% sure. I can't change the dram voltage below 1.65V (rather strange to me) the motherboard definately doesn't change any of the settings in bios even if I change them save and re-enter (comes up with the settings being changed but in windows CPU-ID and realtemp say my cpu is running stock)
So this leaves me with two possible things being broken if I'm correct? Either the CPU or the motherboard? Don't think it could be the CPU however.. I'm pretty sure it is the motherboard but I'm not sure how to test to see if it is or not :/ this is really quite perplexing in all honesty.
