Ok so I can definately say that my coolers backplate wasn't causing a short! I shoved the stock intel cooler on to test that to make 100% sure. I can't change the dram voltage below 1.65V (rather strange to me) the motherboard definately doesn't change any of the settings in bios even if I change them save and re-enter (comes up with the settings being changed but in windows CPU-ID and realtemp say my cpu is running stock)
So this leaves me with two possible things being broken if I'm correct? Either the CPU or the motherboard? Don't think it could be the CPU however.. I'm pretty sure it is the motherboard but I'm not sure how to test to see if it is or not :/ this is really quite perplexing in all honesty.
