Edit: my pc is in my bedroom but i'm not sure it has anything to do with it. Its in a quite open space.
You said you had no such problems Prior to installing the ATI card, suggesting this was the primary cause, however, having an external fan on stopping the shutdowns suggest overheating... From the sounds of it, the ATI card is the source, try removing the card and re-seating it (make sure it is properly in the PCI slot).
Download GPU-Z and check the temp readings.
download Driver Cleaner to remove all graphics drivers, then install the latest drivers for your ATI card, if you get an error during the install, make a note of the actual error message and post it up here so we can see what is wrong.![]()

Should i take the Graphcs card out, switch on pc, switch back off and then put it back in or just do it all at once?
No, dont turn on the pc until you have properly refitted the graphics card...
If this fails to stop the shutting down, try replacing the ATI with the old card that came with the pc (as long as you still have it). If the problem only occurs with the ATI card in, then it's more than likely the ATI card at fault
Make sure to earth yourself Before touching Any components.

So he either has it working or he can't boot his PC now.
