Computer stutter

I do a lot of A/V work on my computer, and as files get bigger with higher pixel resolution my computer needs to work harder, so it hangs and stutters until it catches up to its self, my question is...
is there a program for windows 7 that will tell me where my problem is, and what in your opinion would be the better upgrade path:

memory (8mb)
CPU (3.2 Ghz quad)
GPU (nvidia gtx 650)
HDD (WD sata 6 Gb/s)

added my specs to signature, I'm going to rebuild my system in to a new case I'm sorting out as I need more room for air flow, so it's going to be a good time to upgrade.

sorry for the delay.
PSU is 700w
no budget in mind just yet, just looking for the better upgrade path, saying that i'm working on my new case layout.

YOUR BASKET
1 x Intel Core i5-4690K 3.50GHz (Devil's Canyon) Socket LGA1150 Processor - Retail £199.99
1 x TeamGroup Vulcan RED 16GB (2x8GB) DDR3 PC3-19200C11 2400MHz Dual Channel Kit (TLRED316G2400HC11CDC01) £107.99
1 x OcUK Monolith Full Tower Case - Black £99.95
1 x Antec TruePower Classic 750w '80 Plus Gold' Power Supply £72.95
1 x Gigabyte Z97P-D3 Intel Z97 (Socket 1150) DDR3 ATX Motherboard £61.99
1 x Corsair Hydro H55 Quiet Liquid CPU Cooler £52.99
Total : £613.56 (includes shipping : £14.75).

You can stick with the 8gb of RAM you have or opt to add to your ram and add 8gb more (preferable the same), the case has stacks of storage, H55 is quiet and will do a great job of keeping the i5 cool. If you have a good quality PSU then re-use. GTX 650 can be changed for any number of cards if you require more grunt.

Thanks CEUOTC but that doesn't help, I'm not looking for a new system, just an idea of which component on my current system is best to change to help stop system software lag on heavy load.
besides the case you offered doesn't have enough storage.

I was having all sorts of issues trying to edit HD footage on my old PC. It was however quite dated. AMD Athlon 3.0Ghz dual core, 4GB 800Mhz RAM, Radeon HD 4850 and a failing hard drive.

Just upgraded to an i7 4790k, 16GB 2133Mhz RAM, ggetting got a new hard drive, soon to get a SSD. Still need to get a GPU and other bits but the difference is night and day. My pc was so outdated. Couldn't be happier with this new one!

TheReaperGuy my software
TMPGEnc Video Mastering Works 5 (has latency)
TMPGEnc MPEG Smart Renderer 4 (has latency)
CyberLink PowerDVD 14 (no issues)
VueScan x64 (has latency)
Adobe Photoshop Elements 12 (has latency)
Adobe Photoshop CC 14 (has latency)
AutoCAD 2015 (has latency)

Linwelin
I try LatencyMon

I don't want to change my full motherboard (Gigabyte F2A85X-UP4) memory and CPU, unless I can get a better spec bundle for the price of adding another 8GB of memory and a faster CPU.

Have you tried overclocking that CPU?

It maybe multi locked but a few more Mhz on the FSB might help.

How many drives do you have in total? do you have an SSD?
