Computer turning on and off and on and off

Hi

A friend of mine at work is having problems with his computer.
When he turns his computer on it will just turn on and then off and then on etc, it will do this unless he flicks the switch on the PSU off when he turns the PC off, then it will work fine. He tried changing the RAM and that did nothing.
He told me his motherboard is a Abit ip35 pro and there is an LED light on the mobo that shows 83 quickly goes to 82 and then back to 83 again.
I think the PSU is faulty but thought I'd ask you guys what you think.

Definitely the PSU. This is typical common behaviour for a faulty PSU. Turn off and on again without any warning. I'd swap it out for a new one. No other components cause random restarts without a form of a warning or error message. For example, faulty ram usually shows a BSOD, likewise with HDD's etc.

Definitely the PSU. If i'm wrong i'm prepared to eat my words lol.
