Computer turns on by itself

I have an old Dell. It has an annoying problem where it turns itself on automatically after I shut it down. It is not a windows / update problems as it did it before there was even an HDD installed. It is about 5 - 10 minutes after I turn the PC off.

It could be related... it will also turn itself on automatically at the moment I plug in the power cable (but it then turns itself off after 10 seconds). The power switch works fine and isn't permanently pushing the PC on.

In the BIOS the power saving modes are
Power loss recovery - off
Auto Power On - off
Low Power Mode - Off (ON has more functions are turned off when the system is hibernating or switched off - Ive turned it on to see if it makes a difference)
Remote Wake Up - Off
Suspend Mode - S3

It's a very basic set up. I've disabled everything that isn't used such as LAN, serial, parallel, one of the SATA ports.
 
Could simply be a capacitor that is on its way out that is causing it :s or dust/other gunk on the motherboard or something.
 
Is it on Windows 10? Got a couple of computers at work doing this.
It could be caused by the fast startup setting. Which when you press shutdown it does not do a complete shutdown.

Try either holding shift when pressing shutdown or doing a restart and then a shutdown. And see if that keeps it turned off.
 
I think it's a thing that Dells do! I've got 3 desktop OptiPlex 330s and a 360 and 380 mini tower. They all spark up for a few seconds when you flick the mains switch on the socket or push the plug into the wall with the socket switch on.

Does it with XP too.
 
I had an old HP that did this for years. When it came time to give it away, I discovered it was a PCI IRQ clash caused by the graphics card. Reassigned IRQs and it went away.

Would start from changing BIOS battery and then PSU.

When the PC turns on by it self does it boot into Windows?

Sometimes It'll turn itself off after 10 seconds sometimes It'll log in to Windows.

Oh dear that would be a shame!

I can't change this in my BIOS. I also have all the serial / parallel stuff disabled.
