just fyi the ts 140 is 170mm in height. not many cases can actually fit a heatsink that tall. you may need to do a bit of research first to see which case can fit the ts140 inside.
iirc the core 3000 can only fit heatsinks up to 160mm. in which case you'd be better off getting the ts 120 instead

I would get the Thermalright True Spirit 120. It performs better than both of those coolers and is cheaper. It also performs only fractionally worse than the 140.

I doubt you will hear it over your case and GPU fans, it is actually quieter than the TS 140. Ambient noise level is probably around that level. Also if you are wearing a headset you will not hear it. I do not think you will find a quieter fan with the same level of performance.
