Confused - Underscan?

I shall try keep this simple,
Any and every game I play works fine, in every possible (tried and tested) resolution except for my native; which is 1080p (1920x1080), I get a 1 inch black border around the screen and my monitor pops up saying "input signal out of range".

I have set my refresh rate to 60hz in normal windows settings as well as CCC.
I have checked "Enable GPU scaling" and "scale image to full panel size" and underscan - overscan is set to 0% hence this is why I'm baffled because this had solved the problem before.

I can play the games in other resolutions and it looks fine, just seems to make sense that I'd be able to play in my native res but this is not the case it appears. The problem has occurred ever since updating from Windows 7 - 8.0

Any ideas would be greatly appreciated as I hate to be defeated with this kinda small issue.
 
Driver version is 13.9 and im using HDMI - HDMI connection, I have checked "Enable GPU scaling" and "scale image to full panel size" - this is whats confusing
 
so after being tirelessly frustrated, reformatted my boot drive back to windows 7 and now all works well again. GG driver fail. Never using windows 8 for gaming again.

Let that be a lesson to anyone considering windows 8 who plays games.
 
i've had HDMI issues on windows 7 as well. for example, with the original crysis you need to configure scaling options with the desktop refresh rate set to 50hz for it to affect the game. then it works ok.

i had other niggles with HDMI as well so in the end i went back to VGA and everything just works. no faffing about at all.
