Connecting PC to TV through VGA.

I know I can't just connect my PC to my TV using VGA interface, since the TV can't read VGA signal.
My main wish is that the TV will exactly act like a computer screen, that is, I'll turn on my PC and the image will be shown on my CRT TV,
without the need of enabling TV-OUT through the graphic card's driver. Therefore:

1. Is there really a graphic card with TV-OUT over VGA out there?
2. In case there isn't, would one of these help me?

... but you can forget using your CRT for txt and surfing, as it would be really blurry. Video would look ok on it though.

Yep, its sole purpose is playing videos.
