Connecting to a TV

Can anyone tell me if you need a decent graphics card to connect your pc to a tv?
My mate wants a shuttle system but he going to connect to his tv. He has chosen the Shuttle XPC SN25P which is PCIe, can anyone suggest a card please.

how is he connecting it to the tv and what is he using it for, im using my pc as a media centre at the mo through s video, so its ok, but if i try to use it for text, web browsing etc etc its awful, so is it a HDTV or standard etc etc
 
I was about to start a thread about TV-out, but I might as well chuck my question into this one instead...

I am trying to use my X1800XT to do TV-out on a small CRT TV on a shelf above my monitor. The TV does not have an s-video connector, but it does have a composite-in connector which I currently have connected to my graphics card. The TV also has a Sky Digital box connected to it via SCART lead.

My problem is that the computer doesn't seem to be detecting the TV whatsoever. The TV switches to external #2 on connect (as it did with my Xbox while powered off when using the same connector), but it doesn't display anything at all while connected to the PC and forcing TV detection in Catalyst Control Centre (using the Catalyst 6.4 drivers) is not working.

Does anyone have a clue what I am doing wrong? Is the problem with my TV, my graphics card, or my Catalyst Control Centre settings? I just want to watch videos and do some light low-res gaming on my TV, but it's not having it. :(
