Yes, the Ethernet cable.

A faulty or partially wired (some only have two pairs connected instead of all four) cable can knock a connection down to 100Mbps.
 
Is it a direct connection to the router? No additional switches or Powerline adapters?

Did your previous PC connect at Gigabit?

Is it definitely a Hub One and not a Hub Zero?

Have you installed the network drivers for the new motherboard? What is the motherboard?

I use a tp link that has worked before with my xbox at 1 gigabit it is a hub one I have a b450 tomahawk max and I don't know about the ethernet drivers I have not installed them but the ethernet port works at 100mbps but it's supposed to be 1gbps
 
For testing remove the Powerline adapters from the equation (assuming that's what you're referring to as 'tp link').

Are you doing anything that needs a connection faster than 100Mbps?

That motherboard appears to have a Realtek 8111H Ethernet controller. Google '8111H 100mbps', or similar, and see if other people have had the same issue and found a solution.

If you're having problems checking and possibly updating the drivers provide more details,
It says to update the Driver but that doesn't seem to work
What's 'It'?
In what way doesn't it seem to work?

Also, you never confirmed whether you were using Powerline adapters or not.
 
yea im confused as well, what is the device connected to? is the pc connected via ethernet directly to the router?
 
You really need to try without the Powerline adapters. It's a basic fault finding step. If you don't, and they are the problem, you'll never find a solution. Them working previously, with different equipment, proves nothing.

If you haven't got a cable long enough move the PC or router so they are close enough. The router doesn't need to be connected to the phone line to check whether it connects at Gigabits speeds on its LAN ports.

It'll take you 5 minutes.
 
Ok but what about the driver (will test without powerline)

Yup my tp link has developed a flaw
