i believe you have found what is called an airpark. A small town based around a runway where cars and small planes share some of the wider roads and you can park your plane next to your house.

Spruce Creek, USA seems to be one of the most well known

If they had these here in the UK you'd get some clown move into one and then complain about the noise from the planes.

There's one in Naples FL, just off Rattlesnake Hammock.

Google earth it. It is impressive.
