I bought a cooler today for my budget build but didn't read measurements, is it ok if the silver bits in the pic below touch the glass ever so slightly or is that risky
Should be fine but just be wary of carry/moving the case with the glass panel on. If the case flexes it could push against the glass just a little too much.
personally
I would rather it doesn't touch the glass
tempered glass is under continuous stress/tension
the edges and corners are under most stress/tension
but anywhere on it if something puts force focused in
a small area it's not good
I would rather just measure properly
and get another cooler than risk it even if it's a small risk

The thing with tempered glass panels, is they are internally stressed to shatter into fragments (rather than larger deadly shards) in the event of breaking. Tiles are notorious for causing this because although they might look smooth, any small bumps can make a point of pressure that triggers the shattering, rather like those little hammers designed to smash car windows in an emergency.
If there's any bumping or contact of the glass against those tiny points... I don't fancy your chances for that panel not shattering into tiny pieces.
