most heatsinks come with some already but artic silver 5/mx-1 are the best, and only cost like 5 quid for a tube

The tubes are tiny, but you can get loads of applications from them. Ive used my AS5 at around 8 times now.

Just use what comes with the CPU or HSF; it'll be fine unless you are pushing your PC so far that a degree or two is going to make a significant difference.
Edit: just in case your question was whether cooling paste is actually necessary, yes it is
