Cooling Problem...again (spec me a HSF)

so when i first built my rig i used the stock HSF and my temps were around 90C from just browsing the net really so i bought an arctic freezer 7 pro and they dropped to around 50C idle 60-70C whilst listening to music and browsing the net..hardly maxxing the cores out.

since then i purchased two 120mm fans for the front of my antec 300 and usually have them on full, the rear exhaust is on full aswell as tidying up my cables so airflow is very good.

i then bought some new thermal compound (albeit cheap stuff after i asked for mx4 and was given that but didnt realise) i cleaned and reapplied the compound on my gpu which saw good results, a drop of 20+C and did the same for my HSF but the temps seem to have risen, just browsing the net will see temps of 68-76C and it takes ages for it to cool down on idle but even then id be lucky to see the 50s.

SO...i have a budget of £30-£35 can you spec me a decent aircooler and thermal compound?

ive seen the coolit watercoolers elsewhere for £40 delivered, worth a punt or worth spending a little less on a decent aircooler?
