Usually its fan bearings which kind of 'settle in' after the fan has been spinning for a while.
I'm guessing it uses a smaller, probably ball bearing fan.
It could also be a fan controller built into the bios, they often start the fans on full speed and then start to regulate them a few seconds after its been switched on.
Try switching it off after its been on a while, then switch it back on after a minute and see what it does. If its bearings it won't make the noise as its already 'warmed up' if its a fan controller it will make the nose.
So what your saying is inside the system it needs to warm up then it starts to relax? when i start it up it sounds like a loud motor goes high then lowers, when the load noise goes its perfectly fine. It could be the bearings, could you apply some kind of liquid in the bearings so they dont make the noise?

As i said above, it could be any fan controller in the system including one on the graphics card, or it could be dieing fan bearings. If its dieing fan bearings it could mean one of the fans is on its way out so thats something to worry about.
If i gave you a sample of what the sound is like could you tell the difference of which 1 is making the noise? the coolermaster airflower is aimed directly downwards towards the graphics card in which case makes it difficult for me to tell.
I tryed out your method sometimes the sound goes away and sometimes it reappaers when rebooting after the sound started.
only way i can describe it is, it sounds like a engine roaring a high tone and lowers .
If there is a q-fan settings for bios is there a level of which i sould set it to?
when i turned it off i left it off for a few secs, power it on, it makes noises and sometimes it doesn't. and it goes away after after awhile.
If you turn q-fan off you should find that it makes the whoosing all the time.
I suspect that its just the fan running at full speed, and q-fan at least on both my asus boards (it varies a lot between boards) doesn't actually work very well, it only has two fan speeds, either full on or low, and flips between the two as temperature goes up and down. So i reckon thats what you're hearing.
Another way to test it is try running sp2004 to heat up the cpu and q-fan should switch the fan on full so you'll hear the noise.
yeah on mine i have the a;; the fans and cpu cooler to run at lower rpm untill its hot. sooo when i first turn pc on. everything goes full speed and roars away. then my settings kick in and they all slow down and go quiet. its quite normal
