Even a bog standard 2 way pwm splitter will work. You could run 4 vipers off your mobo's cpu fan header without breaking a sweat. They won't come anywhere near 2 amps.
Regarding the Akasa cable. Only 1 connector is 4pin, the other 2 connectors are 3pin but with a space free where the 4th pin would normally go, so all your 4pin vipers will plug in just fine. The primary fan will be the one you have plugged into the 4pin connector on the cable. The motherboard will regulate the speed of this fan and duplicate it accross the other fans. Obviously only 1 fan shows up in the bios or any monitoring software you use.
