I watched a podcast where a small company complained about this: apparently there's an international agreement between postal organisations which subsidises post from developing countries, which China technically qualifies as, and then the Chinese government subsidises it even further. Their categorisation as a developing country is meant to be up for review in the next year or two, so the price could go up unless the Chinese government decides to cover that gap.
Hahahahahahahahahahahahahahahaha, this is the country that sets up such perfect rip offs of things like Apple stores that even the workers think they're working for Apple.
Whether they should or shouldn't follow the regulations of the country they're selling in is totally irrelevant to them as nothing will be done.
It's a nice thought in theory though.
My other half brought a bridesmaid dress on Amazon from a seller that looked british, was called something as literal as Sallys British Wedding stuff. Anyway it turned out to be a Chinese seller with goods arriving 2 weeks after sale.
Dress was rubbish, nothing like the picture and they tried the same kind of thing, you pay to send it back and we will refund but the cost was ridiculous plus un traceable so who was to say you would ever get the refund.
Amazon were really good about it and in the end we kept the dress (off to a charity shop) and got a full refund from the seller who couldn't see the problem, "I send you label, you post, we being helpful" they said.

On eBay a lot of them even list the item location as something within the UK but then sneak China in there somewhere so if you just have a quick look through you'll miss it. Always worth having a look around their feedback for people complaining about long postage and things if you have any suspicions of it being a Chinese based seller.

But its up to eBay to ensure they follow this regulation.
eBay will give you a full refund if the seller fails to provide you with a returns address in the country you ordered the item to.
What they do in their own country is irrelevant.
This. Amazon has got really bad lately and you have to look closely to see where the items are coming from. HK probably not as bad as from mainland China, but it's still a bit misleading for a UK arm of the company selling to the UK to allow sellers to operate without stating clearly they are shipping from the other side of the world...
