Not for the 2010-11 tax year which was the first year the personal allowance withdrawal was introduced.

I dont think it matters about the actual rules on calculating tax its whats written in the question that matters

You assume. If the accountant was good at tax they'd have known about the PA withdrawal and caveated themselves, hence the don't rely on them for tax

You assume. What exam is this for? Anything more complex than a GCSE style exam and I'd suggest that there may well be an element of "learnt knowledge" in the question. As it's written it's far too easy to calculate for any kind of proper exam.
