Nevermind pot holes, if you live far out in the country there won't be any proper roads anyway and you'll still have to pay tax despite recieving no services from the council and not earning anything. You can't get away from government interference no matter how hard you try in the uk.

Just let them take you to court - it'd be a waste of their time and money.

You've done what you can, offered methods of payment, and had it refused. It's their problem, not yours.
