CPU always underload! - new build please help

Windows task manager is showing that after start up my CPU is always under load at around 20% and never goes below this...

It is a new PC built 2days ago, all updates and AV installed too.

Specs:
Foxconn Blackops X48
4GB DDR3
2x500GB Raid 1
Q8200
Windows 64bit Sp2

I am looking at task manager and cant see anything that jumps out at me, as well as resouce monitor.

Also if i boot in safe mode the CPU has no useage...

When you fire up task manager etc and sort the columns by CPU usage what are the process names that are fluctuating the CPU?

Thanks for quick reply, just downloaded "Process Explorer" and found out 2 culprits - "Interupts" and "DPCs".

Interupts uses around 15% - fluctuating
DPCs use around 5% -also fluctuating

So what are these things and how do I fix? I might re-install windows - will that solve the problem?
