IM thinking about water cooling a new pc for my son but have never built a watercooled pc and was thinking about using a aio on the cup and a aio cooled gpu say like the

I find it hard that I am going to advise this but do not buy that particular 3080 , buy a 4070ti instead. Costs less,is faster and uses less power so no need for a hybrid liquid cooling system.
No need to worry about having to run 2 pumps if you only have the one in the cpu AIO. I think a splitter would work fine if you did for 2 AIOs. Not een certain the gpu aio needs to be plugged into the mobo , it could just run off the board power.

The hybrid water cooled gpu's usually are self contained and don't need to be directly connected to the motherboard, but personally I wouldn't go with a hybrid gpu.
Yes you might get the temps a bit lower but you will also end up with all the issues that can arise with an AIO such as 'evaporation' (permeation) of the liquid over time, something you can't replace in most cases...it won't happen straight away but it's something to consider if you intend to keep the hardware 'long term'.
As above, as much as I HATE the current 4000 series pricing, the 4070ti is a better buy than the (massively overpriced) 3080 at current retail pricing...

When I started reading your post my first though was to advise you to not go down the watercooling route as speaking from experience watercooling is more hassle then what it's worth but I see your looking at AIO which does take away some of the negatives around watercooling (although you don't get anywhere near the same performance as a custom loop due to the skinny rads).
You shouldn't need to connect the GPU header to the motherboard so you can use that space for your CPU. Personally though you should review what your buying getting two self contained kits just to watercool a PC on the cheap seems a bit jankie to me, you will have wires, plugs, cables and tubes all over the place and you will need to use both the front bays and the top of your case to fit the rads, maybe consider getting a different GPU and using an AIO for your CPU.
