CPU and RAM speeds dont look right in Everest - help!

i have an i7 940, which i have clocked at 3.66ghz, my RIVA Tuner Display on my keyboard advised me CPU0 is around that speed, moves around 3599.5 Mhz so ive never really been concerned.

But i recently started using Everest and it tells me most of the time my CPU clock is 1951.8 Mhz (original 2933 Mhz) then every so often for a split second it will jump to something like '3593.8 Mhz (22% Overclock)' but then instantly reverts to 1951 Mhz.

I also just installed some of the new crucial ballistix, 3x2GB @ 1600mhz, 8-8-8-24 timings.

But it advises my Memory timings are 6-6-6-18, i thought these should say 8-8-8-24?

and each stick of RAM has got 3 different timings, it advises: (9-9-9-24 @ 666Mhz) (8-8-8-24 @ 592 Mhz) (6-6-6-16 @ 444 Mhz).

maybe im just being a retard, i'm new to Overclocking and configuring my RAM timings so any advice is much appreciated.

I mean, all my GPU clocks are also lower than the original??!

Don't worry about you CPU that thing is normal,its called speedstep when you will enter an application it will go back to original clock so no worries.Also about the RAM I think it shows the possible clocks and timings achievable by the RAM don't know for sure anyway no worries again because thats what everyone gets about they're RAM.:) And the GPU is similar to the CPU it will go back to the original clock when you enter an application that demands it.
