Ideally go for a second hand mobo + cpu (if you can't purchase new). Some extra ram, again second hand, would also help a lot. Personally, I don't think dropping in an older quad core CPU will be worth it in the long run, though it would be your second best option if you really are strapped for cash. It would be better than nothing.
Q6600 won't be much better either to be honest, I had that back in the day (was a fantastic chip back then) with a 560Ti and it was bottlenecking it in a lot of games.
Im glad someone said it, drop in chip is a nice option to have but seriously a decade is a good innings.
This is like the gap between 386-DX 40mhz to the Pentium 3 chips, thats an epic amount of time to be in use and it shows how amazing Conroe was.
I moved from conroe to an old i7 bloomfield which overclocks very well, its very hard to bog down. If Fallout is not perfectly optimised then kentsfield will be missing the outright speed needed as 4 cores wont be maxed out (hence not a big upgrade), also depends how good your cooling is. Unless 20 quid is the most you want to spend, better to look a bit further and Im not sure if bloomfield or some other price point is best. It was just people chucked it out ahead of sandy so I just mopped up parts not wanted, its also old now but still fine for almost everything afaik
