CPU clock stuck at 3.8 GHz when plugged in.

Asus GL703GS, i7-8750H @2.20GHz

The CPU fixes itself to 3.8GHz when plugged in even in balanced, when unplugged it goes down to normal CPU speeds.

I've messed around with Windows power options, set Min speed to 5% and max to 100%, funny thing, 99% fixes it at 2 GHz which makes sense for 2.2GHz, but 100 takes it to 3.8GHz.

And the antimalware service executable is always on high usage and usage increases when plugged in.

Sounds like the antimalware update is keeping your cpu busy. That's related to updates. Have you fully updated your system?

Well I did a fresh start and got rid of all the bloatware, and that seems to have done the trick.
