CPU cooler problem

Just put my new build together and noticed the CPU cooler fan did about a 1/4 rotation then stopped and was not spinning. Not sure if its broken or there is something I am missing, so thought I would ask your advice before I RMA.

The cooler I have is: Arctic Cooling Freezer 7 Pro Rev 2 CPU Cooler, and motherboard: MSI 870A-G54 AMD 870 (Socket AM3) DDR3.

I made sure it was plugged in properly etc, then put in the stock cooler to CPU fan socket on the motherboard which DID work and was spinning fine.

I have spun the new fan round with my finger, taken it off to check what I could easily see but still no more than a 1/4 turn on power up then nothing.

Is there anything that could be causing this or is the fan faulty and needs replacing?

Also I have: Corsair XMS3 4GB (2x2GB) DDR3 PC3-12800C9 1600MHz Dual Channel Kit (CMX4GX3M2A1600C9) RAM which will not fit in the DIMM1 slot with the artic cooling cpu cooler in, so they are currently in dimm2 and 4, is this going to be an issue?

I was going to say it may be due to CPU temp, as some boards do hold off until the cpu reaches a certain temp before starting the fan. Being a better cooler than the stock heatsink it may be holding the temps better.
 
I kept it on bios temperature monitor and it didnt take long until it went to the 50's oC, isnt this a bit high or should I keep it on for longer?
 
Does the fan you were using on the new cooler work if plugged into any other fan header? As if it does rules out a broken fan.
 
Just tried it in a 3 pin chasis fan slot which had a working fan in, did same thing as when in CPU fan slot, small turn then nothing.

Guess I need to RMA, thanks for help.
