CPU Cooler problems?

I have just recently purchased pc spec below. I have connected it all up, at first when powering on PC I noticed CPU fan did not start stright away took 4 seconds. Next it stayed on the screen saying detecting IDE devices for a long time, so hit DEL into BIOS. Got BIOS screen went through checking settings only changed few minor things like system time and boot order. Also enabled CPU warning settings for temp. Powered off computer and switched back on, now the CPU fan has stopped running and getting a loud ongoing Beep, I switched the system stright off as guessing the CPU is over heating if the cpu fan is not running. The fan is connected correctly. have tried a few attempts but cpu fan still failing to run. Should I buy a new CPU cooler? Anyone recommend one?

if overclocking the scynthe ninja rev b is the one you want...

arctic pro 7 seems to be good also
