CPU Cooler

Hmm. Your cooler is advertised as "quiet". The cooler I have is huge with 2 fans and I'd assume it would make noise, but it's absolutely silent. I use Noctua NH-D15. However, I guess it can also come down to the case you use too to dampen the noise. Also using a Fractal Design Define S and my PC is insanely quiet.

Maybe your case is the problem?
 
noctua are the best for silent <3
but if you not overclocking im sure that cooler u found will be enough, and cheaper
maybe u need replace case fans too i duno
 
ye more likely a case fan
the intel cooler is too small to make any kind of vibration
it sounds a bit like a bee using a electric toothbrush when maxed out
 
nah there's no danger of overheating
you can even stop them by hand if you push in the middle
but maybe safer to unplug them one at a time :)
u'll be fine just dont hurt urself

I have the CyberPower Empire Pro Gaming PC and I have recently upgraded the CPU Cooler to the Corsair Hydro H55... It was supposed to be quieter but its not exactly the quietest so I need to upgrade again. Could someone please recommend a silent CPU Cooler - if they exist - that makes the least noise possible (silent, basically) .

If anyone needs info about my PC please let me know.

What kind of noise are you hearing? Is it fan noise? or more on the pump? One thing that I'd point out though, the pump needs to have 12v at all times to operate by spec. So if you have it plugged in to the CPU_fan header, just make sure to disable smart control in BIOS on that header to ensure the pump is being constantly fed 12v.

If its indeed from the pump and it's louder than any of your case fans, then my suggestion to you is to get that unit replaced.
 
If it's coming from the fan, then it's either ask for fan replacement via RMA, or go for an after market one - I'd go for the latter.
