CPU fan is too loud

Hello
I am currently using a amd fx 8350. the heatsink i am using is this one:

It says this cooler is one of the lowest on the market bla bla
According to core temp, even though the cpu is at 15c, I can clearly hear the fan over my headphones.
Is there any reason for this?

Can i make it the lowest setting until say cpu reaches 50c?

the fan is spinning at 1800rpm at 30C

I had only put it on manual after testing the 'silent mode' which is not silent at all. it runs at the same rpm.
