CPU fan speed..

So yeah aparently my CPU fan is only running around 700 RPM, is this normal its an Apache Super silent fan with a 4 pin connector, automaticly adjusts its speed, current CPU temp is about 37C, CPU core voltage 1.3v., also I am worried about gaming on my pc its running at 3.7Ghz and the max temp the CPU and GPU have got to are 56C ( new to overclocking) already got tools like Core temp and EVEREST
 
This is perfectly normal. The Apache is a PWM fan, which means when your cpu is at idle and you have low temps, the fan will spin slowly to eliminate unnecessary noise. When you start loading the cpu and generating some heat the fan will spin up to a suitable speed to keep it between the temperature thresholds. 56 Degrees on load is a perfectly good/normal temperature
 
Different processors have different operating temperatures, and different "safe" maximums. You haven't told us what processor you're discussing.
 
My pc is an Titan tempest with the Antec 300 case http://www.overclockers.co.uk/showproduct.php?prodid=FS-076-OE&groupid=43&catid=1444&subcat=, with the extra fan, I had yet another problem with the fan OC uk provided that was attached to the heatsink, it was only 3 pin instead of 4 so it didn't work, so I had to swap that one for my Apache http://www.overclockers.co.uk/showproduct.php?prodid=HS-056-AK
which was a 4 pin now it works, and also I noticed while playing fallout 3 my GPU got hotter than my CPU, the GPU got up to about 56/58 where as my CPU was only at 51 thats with the two controllable fans on medium
 
According to the two monitoring software programs I have, the max is 99c..which I dont like the sound of at all, even when it gets to 58 I get worried...
