CPU Fan twitching when computer is off

So this is a weird one - google brings up nothing.

I’ve just built a new PC and added a window to my case. I’ve noticed that with the PC off (but plugged in) the CPU fan (I’m using a Coolermaster 212 RGB) is twitching. It’s not turning but just twitches.

The computer works fine.

Is this something to be worried about?

Spec is below:

AMD Ryzen 5 3600
16GB ram
RX VEGA 56
AS Rock B550M Pro4
CX550M PSU
1TB Adata XGB Pro M2
250GB SSD
 
Does it still do it if the PC is completely unplugged

I wouldn't worry about it though.

Upon further inspection it's to do with the HDMI cable being plugged into my GPU. I got a R9 270 OC in it right now (have'nt plugged in my RX yet). If I switch my screen to run from my laptop it stops twitching.

Yes the computer is completely off when this happens too - none of the case fans move.
