Forgot SOTTR had a useful bench mode so fired it up and tested at 3440x1440 and 2560x1080 on my:

i7 6700k 4.4GHz
16GB 3000MHz
RTX 2070 Super OC

Ingame RTX+DLSS enabled.

Going by these results I interpret it as my CPU even for a 4 core being still very capable and that at my native res I am GPU bound so upgrading to a 3070 class at some point would unlock further gains at native res max graphical settings without worrying about the CPU being a limiting factor. Unless I am reading it wrong?

Horizon Zero Dawn is a similar result although that game has no RTX or DLSS options.
 
People talking about CPU heavy game performance whilst using first gen zen on a threadripper, Zen 2 is already significantly behind Intel for gaming.
