CPU Overheating?

I have just changed over tower and think my cpu cooler might not be on correctly.

Before it had four fans and was running at 30-40 idle and 60-65 on full

But now i have changed over to a new tower I have less fans but they are bigger. Idle is down to about 25-30 which is great but on full it begins to throttle.

I think the case is cooler than before as even the graphics card is down about 5-10 degrees.

But why would it be cooler on idle than it was before but over heating on full?

Any advice?

usually, isnt the advise to put on as little as possible?

if you have any spare, reseating the heatsink will not hurt and it will eliminate that possible reason for the throttling
 
generally, most people will tell you that with thermalpaste, you should only apply as little as possible, this however does not take into account concaved or convexed IHS and/or coolers, where contact can be bad.
