Well if your board supports MBM5 then you can use CoolMon. I use that on my other PC - very nice piece of software. Does RAM, temps, fans, page file, network, blah blah... It's a customisable display, just a line of text if you want it to be. Can probably set it to be on top of other things - not sure though.

right click on ATi Tray tools in the task tray >> Tools and options >> on-screen display >> FlashOSD tab.
