at idle the temps on the 2 cores are 19degrees diffrent.

core 0 = 13c
core 1 = 32c

do i need to lap my heatsink and CPU?
i have a Thermalright Ultra-120A and i have heard these can be quite uneven.

yes i have reseated the heatsink a few time, the temps do even out when under full load.

it may be your CPU's sensors are just a bit dodgy, try using realtemps sensor test to check if they are or not, also how are you applying your thermal compound and how much.

(edit not quite awake put cpu-z instead of realtemp)

Real Temp is what you need, this has a test sensor button.

What are you using at the moment.

I would say 32c would be more realistic, even that seems to low.

thin line down the middle like it said on the artic site, and how do i check with CPU-Z?

I normally find the best way of applying paste is to spread a thin even layer accross the cpu. sounds like when you attached the cpu cooler you may have moved the paste over to one side.

remove the heat sink and clean the existing paste of then try again

Real Temp / Core temp tend to be more accurate at reading the diodes, Real Temp has the ability to put full load on the cpu.

i did this the first time and got the same result, thats when i decided to try the line down the middle

Your not sitting in a freezer are you!! :p

Sounds like you might have faulty/stuck sensors, what happens when you push the test sensor button on Real Temp.
Check with Core Temp, see what result that gives you

thats no good :(

Yep, I have contacted Intel regards my cpu and thay just said that the cpu will protect it's self in an event and that the software may not read the diodes correctly and I should update my BIOS and the programmes used to check.
