CPU Upgrade 100% cpu usage while gaming

hi guys, should i upgrade now or wait. I mainly game Siege fps games while in siege keeps saying 100% Cpu usage
my rig.. could i use my current monitor as second and get a new one.

It is starting to shutter slightly. It could be a virus I guess. Just going to do a fresh Windows install. Budget would be 800. So you think keep the Gpu and get a new mobo and cpu maybe? Thanks for the reply.
