Cpu waterblock pressure ?!

As above, most need to be screwed down as far as they will go using just your fingers.

I'd favour a small socket set and an extension bar.

I'd use a torque wrench to make sure you don't strip a thread. About 450nm should be about right.

I do finger tight, plus a quarter turn.

Never had an issue.

Edit: Or are you speaking about the thumbscrews to hold down the block? EK blocks tend to have an end stop on them, I just tighten them as far as they go!
