CPU-Z strange

I wanted my PC to throttle and OC on the fly , one attempt way was by configuring BIOS settings and enabling turbo boost CPU EIST , CPU Thermal monitor & C1E . I am using default clock and frequency settings and voltages on auto .

Everything seems fine using the Intel turbo boost monitor , even windows displays the CPU speed as fluctuating in a relative fashion when on load and idling

However for some reason CPU-Z is arse-about-face , displaying a higher Clock frequency when the PC has no load and actually decreases frequency under load :confused:

Your thoughts ?
 
As you can see the turbo boost , according to the boost app is not active , however CPU-Z is reporting 3.3 Ghz , this picture was without a significant load
once I apply a load ( Prime 95 ) CPU-Z reports the multiplier decreases from x25 to X22

Might be a daft idea have you tried the non customised version of CPU-Z.

Also check if your running the latest BIOS and try a reset at the the same time.
 
CPU temps are fine around 30 C (water cooled) , checked with HW monitor . have the latest ( F11) firmware .Also tried vanilla CPU-Z, still getting conflicting information
 
It transpired that the custom power options in windows were causing the issue in post . I reset the power options and now the CPU fluctuates as it should , proportionally to load
