cpu z?

What FSB and Multi did you set in the bios, do they match the CPU-Z readings in your link?
Could be it's miss reading your motherboad ?
 
Your CPU-Z actually shows the multi as 24.
To be honest, I have no experiance with OC'ing an I5 CPU, so perhaps somebody who does will post shortly... therefore post your motherboard model to help ;)
 
That high multiplier should be due to Intel Turbo boost. On the i5 it is 1/1/4/4, so when 3 or 4 cores are heavily loaded, it increases the multiplier by one to x21. However, if only one or two cores are loaded, turbo boost can increases the multiplier by 4 - to a total multiplier of x24.

Therefore, from that CPU-Z screenshot I guess you are loading your machine with a single or dual threaded application to activate turbo boost.

Personally, I turn turbo boost off so I have control of the clockspeeds.
