No it's not, the best way to get a judgement of your mental state is to see your GP. If he thinks there's anything wrong then he'll do what he can to help, but if it's something he can't handle then you will be referred to a psychiatrist.
Nothing of the sort would happen, in fact you'd be more at risk of being detained if you tell the police something crazy than if you tell your doctor something crazy. Psychiatrists and the like will not interfere with you unless you tell them specifically that you plan to do "something" to yourself or somebody else.
Seriously, if you have genuine concerns then the best thing you can do is get an appointment with your GP.
In all seriousness though, DO NOT go to a doctor about mental issues unless you really must. Depression is something that (officially) it is not possible to recover from.
If you have clinical depression on your medical record it will always state that you are a presently a sufferer. Even if it has been 20 years since you were last depressed. So for a whole variety of reasons, if you can deal with it yourself then it's best to do so.
