Creating a corporate watermark image

Hi guys,

I'm wanting to create an image that contains our corporate branding with snippets of text (contact details/address etc) and I want this to be the 'background' of all our official outgoings comms. Basically a watermark.

What program is best to use for this? I've been researching a fair bit but I only ever get guides for inputting data in headers/footers etc.

It's been a few years since I last looked into doing thing and from memory, there's no easy way.

We ended up ordering watermarked paper for official letters but digitally we couldn't find a decent way of doing it that wasn't distracting. I think the few times we did we had to do it as a PDF created from Adobe Publisher I think.

What do you mean by outgoing comms? Word documents? PDFs? Emails? Each has a different solution.
