Creating and Booting from a Partition

I have two HDDs on my system:
Samsung F1 1TB - booting into Windows XP
Seagate Momentus XT 500GB - booting into Windows 7

The windows 7 install frequently hangs 1-20 minutes after startup (the XP is rock solid). Hence I would like to partition the F1 drive and copy the Win7 from the Seagate over to it and then boot it. That way I can determine if this is a software or hardware issue. I need to keep the data intact on the Samsung and there is plenty of free space.

What is the best free software to do this?

Just in case anyone is reading this later, for simplicity, I used a third drive and a free Seagate utility from their website, which simply clones one drive onto another. Worked first time and with no drama.
