Creating interactive help files using screenshots

I'm sure this is very simple if you have some knowledge of HTML and suchlike.

I work in tech support and need to create help guides for technicians. I have seen before that people have made kind of screenshots of programs/apps, and when you click on an area of that screenshot (for instance the 'next' button during an installation guide) it will link to a screen of what you would see if you clicked that button.

I'm talking about the sort of stuff they have here

I have no knowledge of HTML or website stuff, is there an app that would enable me to easily produce guides like this? I found a program called Dr Explain which seemed pretty good, but being a cheapskate I was after something free, I don't need anything too fancy. I'm almost sure I can do what I need in MS Word, but I can't work out how to make certain areas of images i.e buttons clickable.
