He has 2 x 290x 8gb cards. The problem he is having is his core clocks are fluctuating all over the place and his temps are fine in the mid 70's for both cards.

He has so far turned off ULPS using afterburner and tried out the 16.11.5 and is now on the 16.12.1.
 
I had a similar issue with my 290 some years back. Ended up using Radeon Pro to stop this happening but you could look into disabling Dynamic clock speeds.
 
Hes now trying out 16.11.4. He reckons things were fine on that before. He has tried 16.12.1 and 16.11.5. I will add he has reinstalled windows 10 just a few days back.

So can you confirm he disabled dynamic clock speed?
The quick solution would be to use RadeonPro (or MSI AB if it's supported)
