Cryptogram - Can you solve it?

Could someone rehost the pic (which I assume exists?) somewhere other than imageshack or photobucket?

Can't see it from work and am really intrigued...

well the division of a generic concrete high rise would be horizontal and stacked on top of each other so.....
 
I was thinking the key is "flat" - as in, the flat (division) gives its name to the whole (flats).

Because the cryptogram itself is separated into four-letter words, I'm assuming I need a four-letter clue. But I can't be sure...
 
Yeah, this would probably be easier if the OP kept the original filename of the image.

I'm guessing a floor or something of the building is named after something/someone.

We just need to workout what the building is. :p
