it should be fine. i've played HL1 on much worse than that.
 
In theory it should run OK, trouble is with Steam taking over you've got extra bloat meaning that 256meg RAM may not be enough for WinXP + CS.
Will probably need to tweak services, startup etc and make sure you close down all apps before playing.
 
Thanks to steam .. you'll probably be struggling to get a steady FPS, especially while on a public server with 16+ players. It might be an idea to lock your framerate to what ever your average us. So if it mostly hangs around 60fps lock it to that. That should give u a more stable game ..

Use this command in the console

fps_max "60" (or what ever you want to lock it to)

Needs a touch more RAM i'd say.
I still occasionally play 1.6 on my Athlon xp 2100+ (1.7ghz), 512MB ram, 64MB Ti4200, xp
 
I was playing cs on a 333 p2 and a voodoo 2 3000 back in the day, so it should fly along oh yea i had 64meg of ram too.

CS may have come out in 1999 but at that time it was simply a 3rd party mod for Halflife. v1.6 has quite a lot added slowing it down.

Then the memory footprint of XP is much greater than win98se. This is compounded by Steam hogging extra memory for itself.

Also, don't forget that our perception of what good performance is has changed a lot. I used to find playing FOS with say 35fps fine, but now it is virtually unplayable. So while with rose-tinted glasses we think that certain games used to run fine, they probably didn't.
