CS GO stuttering

Any ideas why my CS GO is stuttering I'm getting like 600 FPS, but at random points and when using the flash bangs my fps dips into like 100 but my GPU and CPU usage still remain as if it was pushing out 600 FPS?

Using 350.12 drivers? not sure at all

This is my 3DMark score so shouldn't have any problems running cs

5960X @ 4.2Ghz 1.19V Load temperatures never go above 60 Degrees
780Ti Classified 1137/7000 70 percent fan isn't overheating either so it seems something else is struggling or it's just the CS patch or the 350.12 drivers?

You will always notice a drop in fps if the fps drops, I don't know why this is surprising to you. Smokes and Flashbangs are notorious for dipping your fps.

You could try another driver. You could make sure you're not anti-aliasing transparencies in any control panels. You could try capping your fps_max a little lower and see if it has an effect. (301)

I get the same thing but only on the new maps, every other map is a consistent 300 fps.

My GPU just throttles for some reason and just locks up

Try reverting the Nvidia drivers, last two released are rubbish.

Try capping your FPS TO YOUR MONITORS REFRESH RATE, GOOGLE IS YOUR FRIEND.
