I don't think that he can drop the br tag as its a WYSIWYG editor that puts them in there as a matter of course.

I think you'll find that most editors use [shift]+[enter] for a <br> tag. Usually [enter] defaults to <p>

Most of them decide based on the content that has gone into them as well. It seems unlikely that he would have used enter everywhere then decided to do a shift + enter between the images.

Only because he puts a new line after each image.

Don't put in a new line after each images and he'll be sorted.
